Cameron theoretically doesn't experience emotion or attachment. Her missions are the only things that govern her decisions. The truth is that she is built to blend in, and that means learning to be human. As a result she develops various "tics" throughout the series that are hard to explain. They aren't exactly emotion the way we experience them, but they do cause her to behave in unpredictable and sometimes erratic ways, and they make her easy to manipulate.
After her "death" and resurrection at John's hands, she goes through a period showing symptoms of PTSD. She is terrified of death, but more afraid of hurting John. As a result, she steps outside her programming and wastes time "thinking" about what to do, even when it endangers Sarah Connor and herself.
When Sarah voices panic over developing cancer ("am I just going to go off someday?"), Cameron reveals that she has the same deep fear for herself and her faulty programming. This fear causes her to react in a very human way: she seems to alternate between accepting it, and fighting it. She offers John a way to destroy her, and then exhibits jealousy when anyone takes his attention.

All of her processing is based on Skynet's databases and the things she learns along the way, which means that very creative, original humans are nearly impossible for her to predict.
